  5.     The 1980s were difficult years for the civil rights
  6. movement, but when it came to entrepreneurship, black Americans
  7. made substantial strides. The government said last week that
  8. the number of black-owned businesses rose from 308,000 in 1982
  9. to 424,000 in 1987, an increase of 38%. At the same time, the
  10. overall number of U.S. firms grew just 14%.

  12.     The survey also showed that the average black enterprise had
  13. annual revenues of $47,000 during the period, vs. an average
  14. of $146,000 for all small and medium-size U.S. companies. Yet
  15. government efforts to steer contracts to black firms are under
  16. attack from conservatives, who call this a form of
  17. discrimination. Says Henry Henderson, an electronics
  18. entrepreneur in New Jersey: "It is now more difficult to set
  19. aside projects strictly for minority companies."
